Banks and UPI apps must obtain clear consent from the user before linking any UPI
ID with any number.
This cannot harm any new users by getting old numbers assigned to them.

3. Monthly Compliance Report Submission Banks and UPI service providers will now
have to submit a report monthly to NPCI from April 1, 2025 which will check whether
They maintain UPI IDs accurately and have updated mobile number records.

According to India’s mobile number recycling policy, numbers inactive for 90 days
are recycled into the market. Which means:

behalf of some of the transactions that belong to the old owner.

Once you acquire a new mobile number, ensure that the number is not affiliated with
another person’s UPI account before using it to generate your own.
Adequate application of these practices heightens the prospect of eliminating
transactional errors and provides maximum protection to the UPI accounts
